Five Year Plan

Introduction
The original Real Div Ltd plan covers 22 years. The first two years are primarily concerned with organization, planning and construction. The
following 20 years are for duplication and expansion of the basic facilities to help 45 million people to adopt the necessary life styles to reduce their CO2 emissions by 90%.

This Five Year Plan covers 2009, 2010, 2011, 2012 and 2013ad, with the milestones to be achieved by the end of 2013ad.

There are six major Projects: (Each set of the six major projects are organized to operate in one country, or in several adjacent countries with similar legal and economic systems making combined operations practical.)

Types of Projects (Statistics for the World):
1.    Design and build 899 new Zero-CO2 cities [Utopia] in most countries of all six Continents (and large Islands), in 22 years. In addition, the Mini-Utopia Villages will be built in the ratio to house one person/20 population of Utopia.  Eg enough Mini-Utopia housing for 2500 persons will be built for each Utopia in the country. As each village house, on average, houses 4 people, then the number of houses would be 625. With the average number of houses/village of 105 then the number of villages/Utopia would be six. With 64 Utopia in the UK, then the number of villages is 384, with the total number of houses equal to 40,320 housing 161,280 people.
2.    Design and build 84-to-250 Mother Hawk pilotless aircraft to control pilotless, passenger-carrying, autogyros flying over most countries of all six Continents, in 22 years
3.    Design and build 16 million Zero-CO2, ie hydrogen fueled [HF], pilotless autogyros [Gavin Hawks], to fly in the sky, replacing cars on the roads of most countries on all six Continents and major islands, by the end of 2030
4.    Design and build 42 ground-based, remote, pilot/air-traffic-controllers [PATC], working in operation centers [PATCO], in most countries of the six Continents and Islands
5.    Train 4000 PATC (over 20 years), to control up to 8m of the 16m Gavin Hawks, at any one time, during their taking off, flights and landings
6.    Design and build one Alpha style house (as a DaviHas, or Zero-CO2, public transportation vehicles[ZCpv]) per 1k total population (by the occupation year) of Utopia and Mini-Utopia Villages
7.    Design and build 600 Amalric III [AIII] to carry shipping containers and DaviHas. The main decks and roofs of shipping containers and DaviHas can be used to land, refuel and takeoff Gavin Hawks, independently and in convoys.

Projects in the UK:
Project 1: By the end of 2010ad, Utopium Alpha will be completed. The number will be doubled each year, ie 2010 = 1, 2011 =2, 2012 = 4, 2013 = 8, 2014 = 16, 2015 =32 then 2016 = 1, totals are 2010 = 1, 2011 =3, 2012 = 7, 2013 = 15, 2014 = 31, 2015 =63 then 2016 = 64
Project 2: By the end of 2010ad three Mother Hawks will be designed and built. By the end of 2012 three more Mother Hawks will be built
Project 3.1: By the end of 2010ad 5k Gavin Hawks will be designed and built for transporting up to 20k people in Utopium Alpha, in 100 flocks, under control of 100 Master Chief Super Hawks [MCSH] (already built) with 200 pilots (already trained). All these numbers will be doubled by the end of 2011
Project 3.2: By the end of 2011ad 5k, Zero-CO2 Gavin Hawks will be designed and built for transporting up to 20k people in Utopium Alpha in 100 flocks under control of 100, Zero-CO2 MCSH (already built) with 200 pilots (already trained). All these numbers will be doubled by the end of 2012 to be available for the residents of the 2nd Utopia built in the UK
Project 3.3: By the end of 2012ad, 10k, Zero-CO2 Gavin Hawks will be designed and built for transporting up to 40k people in each additional Utopia in 200 flocks under control of 200, Zero-CO2 MCSH (already built) with 400 pilots (already trained). All these numbers will be doubled by the end of 2013 to be available for the residents of additional Utopia built in the UK
Project 3.4: After the end of 2014, the number of Zero-CO2 Gavin Hawks will be doubled again, for transporting up to 160k people in additional Utopia in 800 flocks under control of 200, Zero-CO2 Mother Hawks (already built) with 1600 pilots (already trained). (MCSH will be re-assigned as support and back-up for Mother Hawks, stationed over the UK and to initiate flocks in other countries.)
Project 3.5: After the end of 2016ad, The rest of the Gavin Hawks to be built will be determined, very closely coordinated, matched to popular demand by Utopia and Mini-Utopia Village residents and additional demands from various sources
Project 4: The timing and scale of PATC and PATCO is coordinated with the requirement for training and operational support for PATC flying in MCSH and on the ground in PATCO as defined above, in Project 3.n
Project 5: (Ditto)
Project 6: The production of Alpha style houses is directly proportional to the requirements in Utopia, Mini-Utopia-Villages, DaviHas and public transportation. There is one Alpha style house in each 1) Utopia house, 2) Mini-Utopia Village house, DaviHas house and public passenger and delivery van. Each is also in proportion to the number of Utopia in the UK, which is:

Projects in the USA:
Project 1: By the end of 2011ad, Utopium Beta will be completed. The number will be doubled each year thereafter, ie

2011 = 1, 2012 =2, 2013 = 4, 2014 = 8, 2015 = 16, 2015 =32, 2016 = 37. Totals are
2011 = 1, 2012 =3, 2013 = 7, 2014 = 15, 2015 = 31, 2016 =63 then 2017 = 100
