Relaunch of "Emergency Management of the National Economy"

The Industrial College of the Armed Forces [ICAF] taught Emergency
Management to Gavin Embry [GE] in his post-graduate degree, after
serving as a naval officer in WWII and Korea, and 20 years managing
Joint
Venture Partners [JVP] and multinationals, in engineering, defense and management consulting. After
20 more years as Chairman, President (and Executive Consultant to)
several multi-national companies, GE founded Real Div Ltd [RDL], including new Major Projects, Against War and (Global) Warming. His new, Worldwide "Emergency Management of the National Economy", is offered to governments, firms and, especially,
prospective JVPs in RDL's Major Projects, to reduce CO2 emissions by 90% for 80m people, within 22 years.
These Projects serve 51+ m Utopian residents, 440 thousand suppliers and 80m travelers (reducing CO2 by 5b tons each year) to:
- Avoid Global Warming, ie rising sea levels,
disastrous storms, food and water shortages, displacement of billions
of people and extinction of air, land and sea species
- Protect Utopians from crime, terror and war, and
- reduce risks from car accidents by 50%.
The Major Projects, so far, are:
- 899 Utopia, for 51+ million people to live, enjoy and work in
- 250 Mother Hawks, to manage Gavin Hawks
- 16 million Zero-CO2, pilotless Gavin Hawks, to fly 80 millon passengers, twice as safely, every day
- 42 Pilot/air-traffic-controllers operation centers [ PATCO]
- 4,000 PATC
- 1 million Zero-CO2, DaviHas motor homes
- 600 Amalric III sea transports for DaviHas and Micro Airports for Gavin Hawks and Gavin SuperSea Hawks
- 50 million pilotless, unmanned GiaBats [UAV] and thousands of SuperGiaBats [UCAV], to protect people in peace and war.

- Project 1 is programmed to start 1st of January 2009ad. This covers design and building of Utopium Alpha, near the Ebbsfleet International Rail Terminal, near London, United Kingdom, by the end of 2010ad. This includes 12.5 thousand [k] Alpha, 3.75k Beta and 1.667k Gamma (ie nearly 18k) homes, for 50k residents, 500 businesses and 100 industrial plants, all Zero-CO2 (ie producing no CO2 emissions).The land required is about four square miles, the first two square miles to be prepares and developed initially and the remainder available for expansion over the next 50 to 100 years.
- One or more Subprojects [1A1 through 1A10], shall design and build about 100 homes each (for about 300 more residents, all also Zero-CO2).: for ten Mini-Utopia-Villages [MUV], all in the immediate area.
- Projects 1B shall design and build buildings and facilities for 500 businesses.
- Project 1C shall design and build 98 small and medium industrial plants.
- Project 1E shall design and build the communications systems for all houses, businesses and industrial plants to avoid, as much as possible, the need for residemts who are managers and employees to commute daily to work, students to attend schools and family members to shop
- Project 1F shall design and build facilities incorporated into all homes, businesses and industrial plants, to supply heat, cooling and air conditioning, and to produce electricity from sunlight, wind and energy from beneath the land surface, which also produce hydrogen fuel [HF[ for use in the homes, businesses and industrial plants, and supply HF, on each site individually, for HF for fueling vehicles, including public transport and delivery vans [ZCpv], and Gavin Hawks.
- Project 1G shall design and build a large energy plant to furnish electricity, from sunlight, wind and energy from beneath the surface of the land, to support all the electrical requirements during construction of Utopium Alpha and MUV, and additional requirements required in addition to and after completion of Project 1F.
